ORDER

Whereas, a large number of complaints are being received regarding the safety of women, senior citizens and against the other citizens in Sub-Division Vivek Vihar and to take certain measures for strengthening the safety of women as well as preventing the crime, it is mandatory for the owners of Bar, restaurant, Guest Houses, Banquet Halls, Hotels, Cinema Halls, Hostels, Shopping complexes, Malls, Petrol pumps, CNG Stations of Sub-Division Tilak Nagar to install the CCTV cameras covering the entire outside area of their respective shops/complexes so that proper surveillance could be mounted over the anti-social activities.
2. And whereas, it is necessary to take speedy measures in this regard to prevent danger to life or safety of women, senior citizen and other citizens to thwart/prevent any un-toward incidents which may affect the peace and tranquility of the area.
3. Now, therefore, I, Amit Sharma, Assistant Commissioner of Police, Sub-Division Vivek Vihar, Delhi, in exercise of the powers conferred upon me under Section 144 Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i)/2008-UTL, dated 26-11-2008, do hereby direct all the above mentioned managers/owners to install the CCTVs and footage of the same be retained at least for 15 days.
a. All Hotels, Restaurant, Bars, Discotheque, Malls having basement parking will mandatorily deploy sufficient numbers of CCTV cameras to cover the entire area of the parking.
b. Install CCTV system with sufficient number of cameras and recording system with play back facility to cover up to 50 meters area in front of the shop/restaurant etc.
c. The recording system shall preserve a digital record of CCTV coverage for not less than 15 days.

d. The manager/owner shall cause to copy the CCTV recording on a CD and hand over to the police, whenever demanded.
e. The manager/owner to ensure that CCTV recording system ought to be in proper condition and in case any defect is noticed, immediate action to get it rectified should be taken.
f. During the course of monitoring of the CCTV system, the manager/shop owner or anyone specifically designated by the manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case of any untoward incident.
g. Any person contravening this order shall be punishable under section 188 of the IPC.
This order shall come into force wef 30.12.2012 and shall remain in force for a period of 60 days i.e. up to 27.02.2013 (both days inclusive) unless withdrawn earlier.
As this order cannot be served individually on all concerned, the order is hereby passed Ex-parte. Whereas, there is mushrooming of BPOs (Business Process Outstanding Centers) prominently known as Call Centers, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.
1. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employees are reported to have hired cabs on contract basis and have not been able to property monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

2. And whereas, it has come to notice that certain criminal and anti social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safety at their places of stay.

3. .And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.
4. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978(I)-UTL, dated- 01.07.1978 and further delegated to the undersigned vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F No. 11.36/1/2010-UTL dated- 09.09.10, I, Iqbal Mohd., Assistant Commissioner of Police of Sub-Division Madhu Vihar of East District, Delhi, do hereby make this written order that all such organizations like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub- Division, Madhu Vihar, Delhi shall:
a) Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.
b) Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.
c) Ensure verification of antecedents of all their employees including contractual employees.
d) Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.
e) Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped.
f) Ensure that during the night hours cab involved in transportation of women employees picks up and drops such employees right at their houses and remains halted at the point where a women employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

g) Ensure that, whenever the house of a woman employee is so located that the approach road is not motor able, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot up to her house and takes a confirmation about her safe arrival.

h) Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

i) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees within two months time.
j) These orders shall come into force for a period of 60 days with effect from 28/12/2012 up to 25/02/2013 (both days inclusive) unless withdrawn earlier.
k) Any person/employer/transporter etc. contravening this order shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and

l) As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.
1. And whereas it is necessary that some checks should be put on landlord/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

Now, therefore, in exercise of the powers conferred upon the Commissioner of Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978(I)-UTL, dated- 01.07.1978 and further delegated to the undersigned vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. 11.36/1/2010-UTL, dated- 09.09.10, I, Iqbal Mohd., Assistant Commissioner of Police of Sub-Division Madhu Vihar of East District, Delhi, do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of area of Police Stations as specified above, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the tenant(s) in a specified Performa to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.

3. The order shall come into force with effect from 28/12/2012 and shall be effective for a period of 60 days up to 25/02/2013 (both days inclusive) unless withdrawn earlier.

4. Any person contravening this order shall be punishable under Section 188 of the Indian Panel Code.

1. Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places. Vendors selling eatables and juices, at times, also station themselves unauthorisedly outside liquor vends which further facilitates this undesirable activity. Sometime, ‘Baratis’ of marriage processions also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010).

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.

3. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09.09.2010, I, Iqbal Mohd., ACP Sub-Division, Madhu Vihar, East, District, Delhi do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the area of Sub Division Madhu Vihar, East District:-

Install CCTV with sufficient number of cameras and recording system with play back facility, to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.

The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Diary Number on the intimation.

During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No.100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.
The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign board.

4. The order shall come into force with effect from 30/12/2012 and shall remain in force for a period of 60 days i.e. up to 27/02/2013 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under section 188 of the Indian Penal Code.

In this moment of national grief following the loss of a young and innocent life to a barbaric crime, on behalf of the Delhi Police I appeal to members of public to stay calm and maintain peace.
We in the Delhi Police, as citizens of this country are equally saddened, if not more. Our sympathy goes out to the bereaved family.
Following the demise of the rape victim in Singapore, the autopsy is being conducted by a Singaporean Medical Team. The report will be made available to us at the earliest. We hope to file the charge-sheet by the 3rd of Jan., 2013. Section 302 IPC, which is the penal section for murder, has been added in the case. A Special Public Prosecutor of eminence has been appointed to conduct the trial in a Fast Track Court on a day to day basis. It will be our endeavor to ensure the harshest punishment in the book to the culprits.
Once again, on behalf of the Delhi Police, I appeal to you to maintain peace and calm as a mark of respect to the departed soul.

NAGAR KIRTAN ON THE OCCASION OF BIRTH ANNIVERSARY OF
SRI GURU GOVIND SINGH Jee ON 30.12.2012

A Nagar Kirtan on the birth anniversary of Shri Guru Gobind Singh Jee, organized by Delhi Sikh Gurdwara Management Committee, is taken out every year from Gurdwara Rakab Ganj Sahib. This year the procession will start at about 10.00 AM on 30-12¬-2012 from Gurudwara Rakab Ganj Sahib and is likely to terminate late in the evening at Guru Tegh Bahadur Institute of Technology, Hari Nagar. The route of the procession will be as below:-

There is likelihood of slowing down and congestion of traffic along the route of procession. The areas likely to be affected are New Delhi, parts of Central Delhi and West Delhi. The Ring Road at Raja Garden is also likely to be affected. General public and motorists are advised to avoid the above mentioned routes and co-operate with and follow the directions of Traffic policemen posted all along the route of procession to avoid inconvenience.

Citizens are requested to avoid using the affected roads and make use of Delhi Metro.

TRAFFIC ADVISORY - NEW YEAR EVE – 2013


Delhi Traffic Police shall make elaborate arrangements for smooth flow and regulation of traffic throughout the city, on the eve of New Year. There will be arrangements for Connaught Place area in the vicinity areas.

Following restrictions have been envisaged to be imposed from 7.00 P.M. onwards on 31.12.2012 till the conclusion of New Year Celebrations. It will be applicable to all private and public transport vehicles.

1. No vehicle shall be allowed to proceed towards Connaught Place beyond (i) R/A Mandi House (ii) R/A Bengali Market (iii) North foot of Ranjit Singh Flyover (iv) Minto Road – Deen Dayal Upadhaya Marg crossing (v) Chelmsford Road near Munje Chowk (New Delhi Rly. Station) (vi) R.K. Ashram Marg-Chitragupta Marg Crossing (vii) R/A Gole Market (viii) R/A G.P.O., New Delhi (viii) Patel Chowk (ix) Kasturba Gandhi Road - Ferozshah Road Crossing (x) Jai Singh Road-Bangla Sahib Lane.

2. No vehicular traffic shall be allowed in inner, middle or outer circle of Connaught Place.

SUGGESTED ROUTES


Motorists are advised to use alternative routes available for North – South and East – West directions.

For North-South movement- motorists are advised to use Mathura Road- Ring Road- Bahadurshah Zafar Marg. Mother Teresa Crescent Road - Rani Jhansi Marg will also be available for North-South movement.

For East – West Movement – Motorists are advised to use ‘C’ Hexagon- Akbar Road- Mother Teresa Crescent- Park Street for onward journey or alternatively Mathura Road or Ring Road or B.S.Z. Marg to reach Delhi Gate and take Jawaharlal Nehru Marg, D.B.G. Road for onward journey.

New Delhi Railway Station - To reach New Delhi Railway Station people should use Second Entry Gate of Ajmeri Gate side. They can reach station via Pahar Ganj – Shiela Cinema or through Ajmeri Gate – J.L.N. Marg side via B.S.Z. Marg – Delhi Gate – J.L.N. Marg.


PARKING ARRANGEMENTS

Limited parking place will be available near Connaught Place on first come first served basis. Motorists can park their vehicles at the following places in the vicinity of Connaught Place:-

Motorists are advised to observe traffic laws and rules and obey directions of the Traffic Police.

(i) Motorists should not drive after drinking. Traffic Police teams shall be stationed at many places to check drunken driving. For drunken driving apart from fines upto Rs. 2000/-, suspension of D/L, defaulters may be given a jail term. This year up to 15/12/2012, 23,829 drivers have been prosecuted for drunken driving out of which 6,578 drivers have been awarded jail term for drunken driving. Driving Licenses of 986 motorists have been suspended.

(ii) All Motorists are advised:-

a) To keep their speed within the limit applicable on road stretches.
b) Not to indulge in racing or competition with other vehicles.
c) Not to indulge in reckless, dangerous and Zig-zag driving.
d) Not to park their vehicles on the main roads causing obstruction to free flow of traffic.

(iii) Two wheeler riders are advised to wear helmets and avoid triple riding.

Motorists are requested to observe the traffic laws and rules to ensure their safety and the safety of other road users. All are requested to cooperate with Traffic Police in these arrangements.

«PENSO QUE FOI UMA REACÇÃO POUCO CONSEGUIDA»

Muiza Diabanza: o que achou da entrevista de sua excelência na sic particularmente em relação a pobreza que ronda apenas nos 35 ou 36%?
Achei que foi uma reacção pouco conseguida às entrevistas concedidas à mesma estação televisiva por Abel Chivukuvuku e Isaias Samakuva. Nota-se que ele tinha um roteiro bastante rígido, em que o entrevistador não podia fazer perguntas de esclarecimento, as tais «follow up questions». Por outro lado, via-se também que o public-alvo da entrevista não eram os angolanos, mas os portugueses e, eventualmente os angolanos na diaspora. Finalmente, sou dos que acham que esta entrevista devia ser dada num órgãod e comunicação social nacional e não estrangeiro.
Quanto às taxas de pobreza, são aquelas que o IBEP (Inquérito sobre o Bem-Estarda População) realizado em 2008 apontam. Sendo as oficiais, são aquelas que devem ser usadas pelo Chefe de Estado. Pela minha observação pessoal, assim empírica, diria que esta é a taxa de pobreza extrema. A pobreza geral deve rondar por aí os 45%.

Penso que o Presidente quis minimizar o fenómeno das «manifs» e dos «revús» e acabou sendo infeliz no termo usado. Mas analisadas friamente as coisas, a frustração na juventude é uma coisa natural. Repare que foi a frustração com as injustiças do colonialism que levaram o próprio Presidente, jovem ainda, a abandoner tudo para juntar-se aos nacionalistas que lutavam de armas na mão para a independência de Angola. A frustração nos jovens, acaba sendo uma alavanca para o desenvolvimento da própria espécie humana.
Eu sou daqueles que que pensam que Angola e Portugal deviam nesta altura definer uma parceria estratégica de importação de quadros, mais ou menos do género do que fazem o Canadá, Nova Zelândia e Austrália, para citar apenas estes: Angola receberia quadros competentes que muito necessita e Portugal aliviaria a carga de desempregados que tem por conta dacrise que atravessa. Mas isso teria de ser feito sem tabús nem preconceitos tanto de uma parte como doutra. Os angolanos devem reconhecer que têm um défice em quadros (em habitantes, mesmo) e os portugueses que Angola é para eles agora uma terra de oportunidades, mas não é mais nem a sua colónia nem um país prostrado pela guerra. Penso que essa mão de obra deveria ser direccionada mais para o sector privado, mas julgo também que seriam muito úteis em alguns sectores públicos como a Educação, por exemplo. E quem quisesse, devia ser encorajado a ficar e a receber a nacionalidade mesmo.
Não sei qual é a percentagem de desempregados em Angola. O que se vê a olho nú é que, uma grande parte da mão de obra angolana, sobretudo feminina, está no sector informal. E isso, óbviamente não é bom nem para elas, nem para a economia do país.

Eliseu Antropocentrista Adolfo: Quando ouve a falar do presidente da república, o que lhe ocorre?
Um misto de admiração e apreensão. Admiração porque vejo nele um homem que dedicou literalmente toda a sua vida adulta à Nação que conduziu com reconhecida mestria até aqui, e por caminhos reconhecidamente difíceis. Postas as coisas assim, a vida e obra de José Eduardo dos Santos já pertence ao património colectivo da Nação. Apreensão porque, ele tem agora como último desafio a reconciliação económica consubstanciada numa distribuição mais justa da riqueza nacional. Caso não consiga isso, toda a sua obra pode ir por água abaixo, o que seria uma perda irreparável para o património colectivo da Nação que aludi.

Oswaldo Cassanga: Comunga da opinião de que, em Angola vive-se um regime ditatorial e nepótico, quando vê por exemplo, famíliares de membros do poder político com as maiores empresas, de forma não especificada?
Não comungo da opinião que em Angola vive-se um regime ditatorial. Existe um sistema de governo que dá muitos (quase todos) os poderes ao Presidente da República o qual, tendo sido sancionado pelos mecanismos que regem as regras democráticas não podem, nem na forma, nem no método ser classificada como ditadura. Embora se tenha em conta que os extraordinários poderes do PR são ainda mais ampliados pelo facto de ele ser também Presidente de um dos paridos políticos mais poderosos de África, senão do Mundo. Agora, comungo sim da opinião que existe uma concentração da riqueza num grupo restrito próximo do PR e do MPLA. As causas são conhecidas: numa altura em que se tentou criar uma burguesia nacional, tudo se concentro naqueles que detinham o poder na altura, como explica e bem o sociólogo Paulo de Carvalho no livro Estratificação Social em Angola cuja leitura, já agora, recomendo. A experiência criou um enorme fosso entre ricos e pobre e isso tem que ser corrigido porque constitui-se hoje por hoje no maior foco de tensão no país. Esse processo de correcção é que eu chamo a dimensão económica da reconciliação nacional e deve ser feito com seriedade, honestidade e sentido de Nação. No final dele, todos devem sair a ganhar. Afinal, o slogan eleitoral do partido governante – crescer mais para distribuir melhor – implica isso mesmo.

«NÃO ME POSICIONEI CONTRA AS REVINDICAÇÕES DAS MANIFS MAS COM A FORMA COMO ESTAVAM A SER FEITAS»
Há tempos atrás, posicionou-se abertamente contra os Jovens do MR. Com o rolar de novos acontecimentos (buscas, perseguições, ameaças, espancamentos, julgamentos forjados, proibições de manifestações violando a CRA, dispersão de vigílias) mantém a sua posição?

Eu não me posicionei contra os revús, nem contra o conteúdo das suas revindicações. Posicionei-me foi contra a forma como o estavam a fazer, a extrema violência que ameaçava descambar para a violência geral que acabaria pondo o país, com as vulnerabilidades que tem, no estado em que hoje vemos a Tunísia, o Egipto, a Líbia e a Síria, para citar apenas estes. Naquela altura fui incompreendido pelos jovens revús que passaram para o insulto, não só a mim como a todos os que achavam como eu que as revindicações podiam e deviam ser feitos dentro de marcos civilizados. Ainda hoje penso assim. Lembro-me que alguns líderes dos «revús» começaram a depositar palavras injuriosas no meu mural do Fabebook. Eliminei-os. E estão eliminados até hoje. É que, como costumo dizer aos meus filhos, uma coisa é dizer «estás a fazer uma besteira». Outra, completamente diferente é dizer «és uma besta». A segunda maneira de dizer é um insulto; a primeira não. Da mesma forma, e como tenho reiteradas vezes dito, discordo completamente com a maneira como as manifs têm sido reprimidas. As pessoas que espancam os manifestantes, que os maltratam, deviam ser levados à justiça. Não acho que os julgamentos tenham sido forjados, porque todos eles inocentaram os jovens revús, dando-lhes razão e à sociedade civil que acredita que, manifestando-se os revús estão a exercer um direito constitucionalmente protegido.

António Cardoso: Eu vi no JA que Angola não há pobreza o que que lhe apraz dizer sobre isso? Sr Celso.
È claro que em Angola há pobreza. E muita. Demais para um país com as riquezas que o nosso tem. Não li a matéria a que se refere, mas se alguém a escreveu e o JA publicou há que perguntar porquê o próprio executivo tem um programa de erradicação da pobreza…

Como gostaria, um dia, de ser lembrado, no seu país?
Se, entre todos os defeitos que carrego, alguém me lembrar como um lutador incansável pela paz e harmonia entre os angolanos, já me daria por satisfeito, seja lá onde estivesse, no céu ou no inferno…

Giovani Dala: O que acha dos analistas políticos em Angola? Que comentário faria sobre os pronunciamentos de JES, sobre não existência de quadros e frustração dos 300?
Acho que temos alguns bons analistas políticos em Angola. Para mim, bons são aqueles que que não se vergam a pressões, seja da Oposição, seja do Executivo (porque essas pressões existem) e emitem opinião com honestidade e no melhor do seu entendimento. Não há como não mencionar aqui o decano dos analistas, o Profº. Justino Pinto de Andrade, agora emprestado à política. Fico pessoalmente consolado porque vejo a despontar também uns bons analistas da nova geração, quase todos eles jornalistas: O Tandala, o José dos Santos e o Mariano Brás no A CAPITAL, o Dani Costa e o Teixeira Cândido n´O PAÍS, o Sebastião Vemba, o Nélson Sul D´Angola do Semanário Angolense, o José Gama do Club K e outros que não me ocorrem agora. Diria que estamos bem servidos em termos de analistas políticos na capital. Nas províncias, com excepção de Benguela, o Nélson que já citei, acho que não existe nenhum.

«NÃO SOU BAJULADOR NEM BOCA DE ALUGUER; SOU INDEPENDENTE!»
Dr. Celso, alguns círculos o conotam como, comprado pelo regime, outros engraxador, etc. O que tem a dizer sobre isso?
Estou habituado a isso. Já no passado quando como funcionário das Nações Unidas liderava alguns programas de corredores de paz entre as forças do governo e da UNITA, uns diziam que eu era do SINFO e outros que era da BRINDE. No final, quando a guerra retomou em Dezembro de 1998 as Nações Unidas tiveram que enviar um avião para evacuar a mim e a minha família pois o único lugar onde poderia estar seguro era em Luanda. Lugar que sempre detestei! Portanto, como disse, estou habituado.
Agora, o que eu tento ser é independente e honesto. É assim que fui educado, pois descendo de uma linhagem de conselheiros do soberano. Por isso fui educado a dizer a verdade como eu a vejo, independentemente de quem a ouça. Isso às vezes traz alguns dissabores, mas paciência, quem vai à chuva molha-se. Entendo que o que tenho que fazer é estudar o mais possível e consultar as fontes dos assuntos antes de dar opinião – e de quando em vez voltar aos bancos da escola, como estou a fazer agora.
O que se passa – e é uma pena, acho – é que os ditos revús são tão ou mais intolerantes que a intolerância de que acusam o “regime”. Basta você não concordar com eles ou dizer que estão errados e é logo rotulado de bajulador, comprado, engraxador, lambe-botas, boca de aluguer, etc. Nisso são, diria eu, piores que o dito “regime”. O que acaba sendo natural, pois o insólito seria se fossem uns santinhos que, obviamente não são…

Alexandre do Nascimento Eduardo Dr, se lhe convidassem a integrar o actual governo como ministro, que pelouro gostaria de dirigir e porquê?
Ministério da Comunicação Social, obviamente, por ser a minha área profissional; Assistência e Reinserção Social por ter andado muitos anos nestas lides e Cultura, porque me considero um homem de cultura e acho que tenho ideias para este sector: acho que as expressões culturais do interior não estão a ser devidamente exploradas e isso amputa a nossa angolanidade. E Interior! Este sector precisa de uma despartidarização urgente!

Benjamim Afonso: Dr. Celso, pergunta: as declarações do Presidente da Republica têm mesmo a ver com a realidade da vida em angola? Ou foi apenas uma manipulação pra tapar os olhos da midia fingindo que Angola esta um mar de rosas. Parece brincadeiras o mundo inteiro assistiu aquilo, ja vi a midia Sul-africana comentando as declarações do JES. Os mais atentos sabem que JES vive Angola virtualmente e não a realidade.
Eu acho que a maior parte das coisas que o PR disse na sua entrevista correspondem à realidade vivida em Angola. Tudo o que disse em relação à trajectória de Angola antes de Bicesse e os esforços de reconstrução pós-guerra são realidades que quem está no país, ou quem vem depois de uma ausência mais ou menos longa pode constatar facilmente isso. Penso que a diferença neste caso reside em quem vê um copo com água a meio: uns dizes que está meio cheio e os outros meio vazio e os dois estarão dizendo a mesma verdade. Não sei o que a midia sul africana comentou das declarações. Quanto a isso, diria apenas que a própria África do Sul tem mais para se preocupar…

Pedro Neto Medina: Dr. Que avaliação faz do Ensino superior angolano? 2-Há quem diga que as nossas centralidades que estão a emergir, além de satisfazerem necessidades reais de habitação, também contribuem por um lado, para o aumento da exclusão social, já que os «mais desfavorecidos» não têm acesso a estas pela falta de recursos. O que pensa, Dr.? Como acha que deve ser a actuação do MAPESS perante as Empresas privadas que insistem em não inscrever os seus trabalhadores na Segurança social?

Nós temos o ensino superior possível que não foge do contexto de crescimento rápido que o país está a atravessar. Há quem diga que foi um erro avançar com todas essas universidades públicas para o interior do país. Eu acho que não. Aquelas universidades fixam os jovens lá, evitando o êxodo para Luanda e contribuem para o desenvolvimento técnico-científico das regiões em que se inserem. Nem que fosse só por isso já seria um passo muito bom. Agora, é claro que elas têm ainda um caminho a percorrer para que atinjam os níveis da SADC, de África, do Mundo. Os preços das casas nas centralidades acabam de baixar para quase metade, o que por si só quase anula a exclusão social que alude. Mas é preciso ter em conta que em todos os países os jovens não entram logo para casa própria. Arrenda. A compra da casarem depois quando já tem um salário que lhe permite isso, ou quando, casando, junta ao seu salário o do cônjuge. As empresas que não pagam a Segurança Social devem ser naturalmente punidas conforme a Lei.

Alexandre do Nascimento Eduardo Dr, Segundo o Deutsche Bank o governo de JES apresenta sinais de ineficiência e elevado índice de corrupção. Acredita que este septuagenário e bom patriota, como quer ser lembrando, ainda terá força para mudar esse quadro?
Não vi este estudo. Mas acredito que este septuagenário e bom patriota como diz tem condições de mudar o quadro a que se refere. Aliás, e como disse, este constitui-se afinal, no seu último desafio. Diria mais: talvez ele seja na actualidade a pessoa melhor colocada para o fazer. Caso não o consiga, prevejo que o país passará por um período mais ou menos longo de instabilidade.

António Cardoso Dr: Celso o que que tu achas da riqueza esmagadora da Isabel dos Santos? Achas mesmo que ela adquiriu essa fortuna vendendo ovos fervidos?
Acho que Isabel dos Santos deve vir a público explicar a origem da sua riqueza. Isso, para mim faz parte da tal reconciliação económica que aludi mais atrás e isso é um exercício democrático a que todos os ricos de todos os países estão obrigados. E não acho que essa origem tenha vindo da venda de ovos, fervidos ou não e nem ela disse isso. O que ela disse foi que começou a trabalhar muito cedo vendendo ovos…


«SOU UM QUADRO ALTAMENTE QUALIFICADO E NÃO GANHO UM VINTÉM PARA FALAR MAL DE SAMAKUVA OU DE QUEM QUER QUE SEJA»
Dr. Celso tu tambem se considera um quadro nao classificado?
Acho que quer dizer “quadro qualificado”. Eu me considero um quadro altamente qualificado que, tirando uns dois ou três anos for a, formou-se inteiramente em Angola. A provar isso estão os cargos e funções que ocupei em organismos nacionais e internacionais, públicos e privados há praticamente 20 anos.

Ezequiel Dionísio Ndangala Desde quanto Ana Paulaa é general da reserva, e como pode explicar as últimas mortes que o pais vem registando nos últimos dias?
Não sabia que a Primeira-Dama tivesse sido alguma vez militar e muito menos general. Não tenho explicação para as mortes que aconteceram. Também estou à espera do resultado das investigações da Polícia.

Pedro Bica Quanto ganhas a falar mal dos políticos angolenses e sobre o Samakuva? Porque és um analista de meia e não de tigela cheia? Então porque daquela confusão das cartas de condução se és albino? Por último porque és tão pacifico quando te atacam com maldade e nem fazes queixa-crime?
Não ganho um vintém a falar ou mal ou bem de seja quem for. Recebo uma avença como colaborador do Semanário Angolense e um subsídio da Rádio Ecclésia essencialmente para os custos de telefone (os analistas usam muito o telefone). Porquê sou analista de meia tigela, isso tem que perguntar ao porta-voz da UNITA, o Dr. Alcides Sakala, embora eu ache que ele chamou-me assim porque eu disse que a maneira como estavam a avançar com a queixa-crime contra o PR não era de gente séria. Bem depois se viu que o que dizia era verdade, e aí o mesmo Dr. Sakala veio justificar dizendo que estavam a ser «pedagógicos». Enfim…
Quanto a maka da carta de condução, isso foi quando a DNVT, não sei por que cargas d´água um dia decidiu assim de noite para dia que os albinos não podiam conduzir. Eu, que nessa altura já conduzia há mais de dez anos liderei uma campanha a denunciar o facto como discriminatório e anti-constitucional. Felizmente tive o apoio de pessoas como o Amílcar Xavier na altura na RNA, do Luís Fernando na altura no Jornal de Angola e que ajudaram na divulgação e de muitas outras pessoas. Eventualmente o falecido Paulo Teixeira Jorge levou o assunto às mais altas instâncias do Partido dele, o MPLA e, conforme contaram-me mais tarde, o próprio Presidente da República deu ordens para parar com aquilo. Hoje os albinos podem habilitar-se à carta de condução desde que a sua capacidade de visão tenha sido certificada pelo Instituto Oftamológico de Luanda.
Fazer queixa-crima? Para quê quando me posso defender com a minha pena e com a minha língua? Seria perda de tempo…

Gil Figueira Quantas vezes foste posto em tribunal por supostamente difamar a IURD?
Duas. Li numa revista brasileira que vêm aí mais duas queixas. Isso se se atreverem com o processo do «Dia do Fim» sobre as suas cabeças. É que, o libelo acusatório da comissão de inquérito parece uma fotocópia do artigo “As Questões que a IURD Não Responde” que está em julgamento.

Jorge Gomes Dr. Celso Malavoneke porquê que alguns o conotam como bajulador, lambe bota ou mesmo boca de aluguer?
Acho que já respondi: porque quando acho que o executivo agiu bem numa coisa eu não tenho pejo em dizê-lo. Aí aquele que acham que ser bom analista é posicionar-se sempre no contra, acham-se traídos e avançam com estes epítetos. Acho que ficam com raiva…

Jorge Gomes O que achas acerca da Angola profunda, esta Angola de fome e de miséria, qual e o sinal do tempo que o regime final esta a ter, quem acharias que seria o substituto do PR e porquê? O que achas do Sr. Manuel Vicente como vice PR já que nunca ocupou de nem um cargo ministerial um dia e como gestor e bom e milionário? O que Angola e os angolanos ganham por dia, mês & ano. Qual e a capacidade do nosso PIB per capita. Qual e a real situação da Angola e porque as Nações Unidas faz o povo de Angola de parvo e não ajuda. Ontem eles ganharam mas um reconhecimento contra a fome o que achas disso.

Jorge as suas perguntas são bastante confusas, mas vou tentar responder o melhor possível: em primeiro lugar, e se por Angola profunda quer dizer as áreas rurais do país, eu tenho estado lá e não vejo a fome i miséria que alude. Evoluiu muito desde o tempo que a maioria era deslocada, vivia em tendas e dependia de ajudas humanitárias. Confesso que não lhe sei dizer «quais os sinais dos tempos que o regime está a ter» pois não sou vidente.quanto ao substituto de JES, sinceramente não sei se o próprio sabe. Acho Manuel Vicente um gestor de topo com provas dadas mas com ainda muito por andar nas lides políticas. Atrevo-me a dizer que se houvesse a necessidade de substituir JES amanhã, certamente não seria ele. Não sei quanto Angola ganha por dia, mês e hora e nem sei quem tem esta informação. Não sei de onde lhe veio a ideia de que «as NU fazem o povo de Angola de parvo e não ajuda» pois é a primeira vez que oiço isso. Quanto ao prémio entregue pela FAO é, mais uma vez, a questão do copo meio cheio ou meio vazio: depende da perspectiva de cada um…

Lipe Vidal Dr. Celso que medidas práticas aconselharias o Executivo a tomar (se tivesses essa oportunidade) para diminuir ou acabar com o crescente índice de violência em Luanda (e não só), que já esta a tomar contornos perigosos?
Três coisas: melhoria das condições de vida das famílias, incluindo melhor oferta de energia eléctrica e água potável; Educomunicação com a juventude, ocupando os seus tempos livres de forma mais útil e melhor distribuição da renda nacional através de programas de créditos bonificados e aumento dos rendimentos das famílias da periferia.

Paulo Manuel KOTA CELSO, O QUE FARIA NESSA ALTURA SE FOSSE PRESIDENTE DE UM PARTIDO POLÍTICO NA OPOSIÇÃO?
Estudaria com muita atenção o melhor programa de governação do país – do MPLA – e procuraria criar uma alternativa melhor, ainda que tivesse que chamar assessoria de fora. Depois, e com base neste programa atacaria taco a taco cada acção governativa tentando explicar aos eleitores que eu posso fazer melhor.

José Pereira Jô O que está a achar dos protestos no Brasil? O que devemos fazer pra termos permissão d fazer o mesmo aqui na banda?
Uma expressão de cidadania, infelizmente manchada por violência de parte a parte. Mas que está a resultar pois os governos municipais e estaduais já estão a satisfazer as revindicações dos manifestantes. Se se pode fazer aqui? Acho que sim, com algumas limitações. As mentes aqui são muito mais violentas, mais próximas da guerra; a Polícia ainda muito partidarizada, e por isso com menos condições de fazer um trabalho isento. Entretanto, é para lá que temos de caminhar.
Alcreto Abílio Bom dia camarada Celso Malavoloneke se fosse presidente de Angola o que faria para a resolução dos anseios dos angolanos???
Não sei, amigo Abílio. Não está nos meus planos mais remotos candidatar-me a Presidente de Angola. O que eu quero daqui a dez anos é ir para a minha reforma…

Quais são as consequências dessa democratura mais velho?
Democratura… suponho que queiras dizer democracia-ditadura. Eu não acho, como disse, que tenhamos uma ditadura em Angola. Mas a democracia que temos é frágil e fortemente ameaçada pela desigualdade social causada pela má distribuição do rendimento nacional. Caso esse problema não se resolva a contento da msioria, corremos o risco de implosões sociais num prazo mais ou menos curto.

Almerindo Mondombe Gostaria de saber porque que não se descentraliza alguns investimentos que o governo de Angola faz acabando estarem confinados na capital do país, será que Angola é só Luanda? até quando a descentralização. Há muita Burrocracia neste país?
O discurso oficial do governo é a descentralização e a desconcentração. Mas acredito que estão a encontrar dificuldades em aplicar isso sobretudo devido à grande concentração de quadros em Luanda e nas Províncias e a sua ausência nos municípios e comunas. Aliás, prevejo que essa será a grande dificuldade que a implementação do Poder Local vai encontrar.

«SOU UM HOMEM DO CENTRO-ESQUERDA; OS JOVENS NÃO TÊM PACIÊNCIA E O SÁBADO É PARA A FAMÍLIA»
José da Costa 1º O Kota Malavoloneke é um homem de direita ou de esquerda? 2º Na sua visão pessoal, qual seria para si a melhor vertente ideológica que se adequaria à realidade angolana face aos desafios que enfrenta, direita, esquerda, centro direita, centro esquerda? ou nenhuma delas e porque?

Considero-me um homem de esquerda. Centro esquerda para ser mais exacto. E acho que esta seria a melhor opção para Angola, pois harmoniza a intervenção do Estado e do sector privado na satisfação das necessidades dos cidadãos. Acho ser a opção mais eficaz num país com os elevados índices de analfabetismo como o nosso.

Penso que o processo que se deu é que, tendo a SONSNGOL os melhores quadros do sector públicos, eles passaram a receber encargos e a fazer coisas que eram ou são de outros ministérios. Ao ponto que agora é uma espécie de estado-sombra. Mas esse processo começa já a esbater-se com a saída de Manuel Vicente.

António dos Santos Qual é a sua visão em relação a segurança geral em angola. Falo da alimentacao, salario, emprego, fronteiras....Desculpa. dizia fronteira, politica, energia, agua, habitacao, etc....

Acho que o nosso país é muito permeável. Há muito trabalho a fazer nesta área.

Celso Costa Chara, na sua opinião quais são as razões do imediatismo por parte dos jovens angolanos?
A mesma de todos os tempos: os jovens não têm paciência. Querem tudo para agora. E ainda bem que é assim…

Pedro Neto Medina Relativamente, ao ante-projecto da «Nova Lei Geral de Trabalho», que prevê trabalho ao Sábado, que opinião tem, Dr. Malavoloneke?
Acho um erro. Na maior parte dos países o Sábado é livre. Isso porque durante a semana as família quase não se vêm, então usam o fim-de-semana para isso. Espero que isso não passe…

Maquiassa Fontes Dr. Malavoleneke, eu gosto muito do senhor e das suas ideias que são taxativamente iguais as de Lula da Silva. Quando liderás uma manifestação contra o REGIME-estado...

Nunca. Lula é meu ídolo, mas somos de perfis diferentes. Ele foi sindicalista e político de massas e eu sou um analista, tecnocrata mais virado para a academia. Nessa condição, dificilmente sairia às ruas e muito menos liderar uma manifestação.

I jus watched an episode of crime petrol ( Sony Tv) which was the real case of an accident in Gurgoan where a person who was hit by a bike if which was driven by two drunken guys ,
The two guys thought that the person was dead and to the fear they have thrown the person away from the road.
But unfortunately the person was alive and fought with death for nearly 2 hours and was dead because of no help and even how could he get an help as no body noticed him as he was far away from the road.

BELGIA; A exploatat din greu resursele minerale (cupru diamante etc),si

o tara in razboi civil care a fost impinsa in dictatura aspra si corupta a
lui Mobutu(sustinut de CIA ca sa nu intre rusii) dupa a carui disparitie a

abtine pana in ziua de azi. Probabil ca originea divina le interzice acest

CHINA : inchisa in ea insasi mii de ani acum incepe sa scrie pagini
surprinzatoare in istoria lumii si deja a modificat niste echilibre
economice ce dainuiau de ceva vreme. Ramane de vazut pana unde si ce va
induce asta in insasi structura sociala si politica a Chinei. Sa speram ca
fara convulsii pentru ca ar fi tragic pentru noi toti. Partidul unic insa
este o garantie ca vor fi convulsii, dar nici un astfel de colos fie si
pluripartinic nu garanteaza linistea si pacea, mai ales daca se pune pe facut
politie internationala in slujba democratiei.

Exista o singura regula, toate aceste mari puteri democratice, sau nu, isi
urmaresc doar propriile interese economice si strategice. Naivii cred
altceva.
Noi ne lipim cand de unii cand de altii in speranta ca ne vom realiza si noi interesul national. OK dar putina demnitate nu ar strica.
Desigur, lista ororilor infaptuite de tarile "dezvoltate/civilizate" din Occident si Extremul Orient care si-au consolidat puterea si prosperitatea pe crima si jaf este mai larga .

Prin urmare,ar trebui sa privim lucrurile mai in profunzime si sa nu mai acceptam impertinenta talharilor moralisti ai planetei care ne tot dau lectii pe diverse teme.
Pana la urma ei reprezinta tari care au "mainile" patate de sange si prin ce au facut nu de mult sunt antiteza a ceea ce predica.
Daca adevarul ar fi respectat, toti acestia ar trebuie sa le spuna pentru inca 500 de ani celor din tarile pe care le-au asuprit, cu fiecare ocazie,
"va rugam sa ne iertati!".



Astazi atacurile si invaziile nu se mai fac doar cu armata ci si prin
instrumente economice financiare bancare si bursiere controlate tot de cei mentionati anterior.
Si daca e sa privim la acel trecut care ne reprezinta pe noi, romanii, iti amintesc, cititorule, ca suntem urmasii unui popor care
NU AVEA SCLAVI,
UNDE FEMEIA ERA EGALA BARBATULUI SI CARE CREDEA IN NEMURIRE INAINTE DE CRESTINARE.
Asta este ceea ce defineste natura noastra profunda si depinde de noi ca traditia inalt spirituala a DACILOR sa reinvie.

REPASSANDO CONFORME RECEBIDO
Luiz Inácio Lula da Silva será um dos principais alvos de processos judiciais, aqui e lá fora, movidos por investidores internacionais de peso da Petrobrás. Reorganizando um movimento para conseguir representação real no Conselho de Administração da empresa, os acionistas querem responsabilizar Lula pela propaganda enganosa sobre “a Arábia Saudita em que o Brasil se transformaria, em breve, com a exploração de petróleo e gás de alta qualidade na camada pré-sal”.
Cansados de perdas com desvalorização de ações, investidores se sentem lesados e enganados pelas promessas feitas por Lula sobre investimentos imediatos no pré-sal – que agora se tornam inviáveis por problemas de caixa da Petrobrás. Por isso, já preparam ações na corte de Nova York e no judiciário brasileiro contra dirigentes da Petrobrás e do governo brasileiro – o acionista majoritário que interfere nas decisões estratégicas da petrolífera estatal de economia mista que é um dos símbolos do capimunismo tupiniquim.
Ontem, no mercado repleto de bravatas e boatos, investidores de fora do Brasil lançaram no ar uma ameaça. Pretendem revelar, em tribunais lá de fora, que lobistas (se passando por membros do alto escalão do governo Lula-Dilma e por supostos assessores da direção da Petrobrás) tentaram auferir vantagens indevidas na formação de parcerias para explorar o pré-sal. Segundo empresários do setor de óleo & gás, também pequenos acionistas da Petrobrás, lhes foram oferecidas participações em empreendimentos, com uma condição considerada incomum e mafiosa: “cinco por cento deve ter a participação do Senhor X”.
Os investidores internacionais não falam abertamente. Mas afirmam ter uma ideia bem concreta de quem seria o tal “Senhor X” em nome do qual lobistas condicionavam a participação nos futuros empreendimentos, para que tudo fosse viabilizado. Investidores confidenciam que o grupo do “Senhor X” também sugeria que a joint venture para o promissor negócio no pré-sal também deveria contar com a participação de uma petrolífera europeia que já é parceira da Petrobrás em vários campos de exploração fora do pré-sal. Sabe-se que pelo menos dois altos dirigentes do PT têm íntimas relações com tal empresa, na qual a família do “Senhor X” também teria uma participação acionária dispersa, inferior a 4%, para não chamar a atenção do mercado.
Os investidores já deixam claro que o “Senhor X” não é Eike Batista – que também tem empresa petrolífera e que gosta de usar a letra X em seus negócios. O “Senhor X” é um personagem com influência direta no governo brasileiro, ditando regras na Petrobrás desde a gestão de José Sérgio Gabrielli. Por isso, os investidores preparam ações judiciais para que seja feita uma auditoria independente em todos os contratos da estatal – principalmente naqueles ligados ao pré-sal. Além das suspeitas de superfaturamento, prejudicando o caixa da companhia e seus resultados, uma investigação sobre empresas parceiras pode revelar como funciona o grupo do “Senhor X”.
Um investidor ouvido pelo Alerta Total garante que se trata de um esquema de “delinquência generalizada” mexendo com um volume muito maior de dinheiro que o famoso escândalo do Mensalão que condenou a cúpula petista. Por isso, investidores sugerem que um dos alvos da auditoria internacional, feita a pedido da Justiça de Nova York, seja a PFICo (Petrobras International Finance Co) que é uma das grandes caixas-pretas no sistema Petrobrás.
O presidente da PFICo é Almir Guilmerme Barbassa, que também é o diretor financeiro da Petrobras desde a gestão de Gabrielli – apadrinhado de Lula da Silva e do ministro da Fazenda, Guido Mantega, que é presidente do Conselho de Administração da Petrobrás – sucedendo a Dilma Rousseff. Investidores querem saber como acontece a rolagem diária de dívidas da Petrobrás com bancos internacionais, para formar caixa – trabalho que é feito por Barbassa.
Em essência, investidores daqui e de fora querem que a Petrobrás comece, de fato, a funcionar de acordo com um sistema transparente e honesto de governança corporativa. Por isso, alguns investidores ainda apostam na capacidade da presidente da Petrobrás, Maria das Graças Foster. Na visão deles, como empregada de carreira da Petrobrás e engenheira de alto gabarito, Graça não teria envolvimento com o time de Gabrielli, Mantega e, por extensão, Lula e sua sombra José Dirceu. Tanto Graça como Dilma, se tivessem condições políticas, entregariam a diretoria financeira da empresa a alguém da confiança de ambas.
Graça também tem prestígio internacional porque seu marido, Colin Foster, é o dirigente máximo da Maçonaria inglesa no Brasil. O “Irmão” Colin é Grão-Mestre Distrital da Divisão Norte da Grande Loja Unida da Inglaterra, cujo “Grand Master” é o Príncipe Edward George Nicholas Paul Patrick – primo da Rainha Elisabeth. Quem comanda a Grande Loja Unida da Inglaterra, junto com o príncipe, é Peter Lowndes membro do Royal Institution of Chartered Surveyors (RICS). O prestigiado maçom Colin também é dono de uma empresa de componentes eletrônicos, a C Foster Serviços e Equipamentos, que atua na área de petróleo e gás.
O grupo de Lula-Dirceu não tolera Graça e teme o poder de influência de Foster.Tanto que, em 2004, quando José Dirceu reinava na Casa Civil de Lula, recebeu uma “denúncia” contra Graça, na época gerente do Cenpes (Centro de Pesquisa e Desenvolvimento da Petrobras). Graça foi acusada de favorecer a empresa do marido Colin. Dirceu cobrou explicações oficiais a Dilma Rousseff, então ministra das Minas e Energia de Lula e grande amiga pessoal da “acusada” pelo Poderoso Zé. A Petrobrás informou que a comissão constituída para apurar a denúncia “não encontrou provas de má-fé ou intuito de auferir vantagens financeiras", e “não ficou caracterizada a existência de prática de crime ou improbidade administrativa” cometida por Maria das Graças Foster.
Caso se confirme a informação divulgada ontem pelo Alerta Total de que a revista Veja vai divulgar mais detalhes escabrosos sobre a compra de uma refinaria tecnologicamente ultrapassada pela Petrobrás, em Pasadena (Texas, EUA), a coisa deve ficar mais preta que petróleo para o time de Lula. E o óleo pode esquentar ainda mais se investidores irados conseguirem provar quem é o tal "Senhor X" e como funciona o esquema mafioso dele contra os interesses corporativos da Petrobrás

Judith B says: There was an incident at the lights about an hour ago, adults and children banging on a car window then trouble between a man and a woman inc verbal and physical stuff. The frightening thing is there were several of their own young children there witnessing the incident from a babe in arms to young teens. The law needs to be changed so they can be moved on immediately. There could be a lot of damage done in 24 hours and Royton families shouldn't lose the use of their park for that time.

Justiça federal admite rever a privatização da Vale do Rio Doce

A Companhia Vale do Rio Doce foi privatizada em 6 de maio de 1997 pelo então presidente Fernando Henrique Cardoso, com financiamento do BNDES, por US$ 3,3 bilhões. Hoje a empresa comprada pelo empresário Benjamin Steinbruch vale US$ 196 bilhões – ou seja, na época foi um verdadeiro ‘negócio da china’. Denunciado como crime de lesa-pátria, o “negócio” patrocinado por FHC e José Serra, então Ministro do Planejamento, voltou a ser contestado na Justiça – assunto ignorado pela mídia - porque a juíza Selene Maria de Almeida, do Tribunal Regional Federal de Brasília, reabriu o caso - como explica neste texto a jornalista Maíra Kubi Mano, de São Paulo. Por Maíra Kubík Mano - Se você tivesse um cacho de bananas que valesse R$9,00, você o colocaria à venda por R$0,30? Óbvio que não. Mas foi isso que o governo federal fez na venda de 41% das ações da Companhia Vale do Rio Doce para investidores do setor privado, em 1997. Eles pagaram R$3,3 bilhões por uma empresa que vale perto de R$100 bilhões. A privatização da maior exportadora e produtora de ferro do mundo pode ser revertida.

Em 16 de dezembro do ano passado, a juíza Selene Maria de Almeida, do Tribunal Regional Federal (TRF) de Brasília, anulou a decisão judicial anterior e reabriu o caso, possibilitando a revisão do processo. “A verdade histórica é que as privatizações ocorreram, em regra, a preços baixos e os compradores foram financiados com dinheiro público”, afirma Selene. Sua posição foi referendada pelos juízes Vallisney de Souza Oliveira e Marcelo Albernaz, que compõem com ela a 5ª turma do TRF.

Entre os réus estão a União, o BNDES (Banco Nacional de Desenvolvimento Econômico e Social) e o ex-presidente Fernando Henrique Cardoso. Eles são acusados de subvalorizar a companhia na época de sua venda. Segundo as denúncias, em maio de 1995 a Vale informou à Securities and Exchange Comission, entidade que fiscaliza o mercado acionário dos Estados Unidos, que suas reversas de minério de ferro em Minas Gerais eram de 7.918 bilhões de toneladas. No edital de privatização, apenas dois anos depois, a companhia disse ter somente 1,4 bilhão de toneladas. O mesmo ocorre com as minas de ferro no Pará, que em 1995 somavam 4,97 bilhões de toneladas e foram apresentadas no edital como sendo apenas 1,8 bilhão de toneladas.

Outro ponto polêmico é o envolvimento da corretora Merrill Lynch, contratada para avaliar o patrimônio da empresa e calcular o preço de venda. Acusada de repassar informações estratégicas aos compradores meses antes do leilão, ela também participou indiretamente da concorrência por meio do grupo Anglo American. De acordo com o TRF, isso comprometeu a imparcialidade da venda.

A mesma Merrill Lynch, na privatização da Yacimientos Petrolíferos Fiscales (YPF) da Argentina, reduziu as reservas declaradas de petróleo de 2,2 bilhões de barris para 1,7 bilhão.

Nova perícia

Depois da venda da Vale, muitas ações populares foram abertas para questionar o processo. Reunidas em Belém do Pará, local onde a empresa está situada, as ações foram julgadas por Francisco de Assis Castro Júnior em 2002. “O juiz extinguiu todas as ações sem apreciação do mérito. Sem olhar para tudo aquilo que nós tínhamos dito e alegado. Disse que o fato já estava consumado e que agora analisar todos aqueles argumentos poderiam significar um prejuízo à nação”, afirma a deputada federal doutora Clair da Flora Martins (PT-PR).

O Ministério Público entrou com um recurso junto ao TRF de Brasília, que foi julgado no ano passado. A sentença determinou a realização de uma perícia para reavaliar a venda da Vale. No próximo passo do processo, as ações voltam para o Pará e serão novamente julgadas. Novas provas poderão ser apresentadas e os réus terão que se defender.

Para dar visibilidade à decisão judicial, será criada na Câmara dos Deputados a Frente Parlamentar em Defesa do Patrimônio Público. A primeira ação é mobilizar a sociedade para discutir a privatização da Vale. “Já temos comitês populares em São Paulo, Rio de Janeiro, Paraná, Pará, Espírito Santo, Minas Gerais e Mato Grosso”, relata a deputada, uma das articuladoras da frente.

“Precisamos construir um processo de compreensão em cima da anulação da venda da Vale, conhecer os marcos gerais dessas ideias a partir do que se tem, que é uma ação judicial, e compreendê-la dentro de um aspecto mais geral, que é o tema da soberania nacional”, acredita Charles Trocate, integrante da direção nacional do MST. Ele participa do Comitê Popular do Pará, região que tem forte presença da Vale.

Entre os marcos da privatização, que serão estudados e debatidos nos próximos meses nos comitês, está o Plano Nacional de Desestatização, de julho de 1995. A venda do patrimônio da Vale fez parte de uma estratégia econômica para diminuir o déficit público e ampliar o investimento em saúde, educação e outras áreas sociais. Cerca de 70% do patrimônio estatal foi comercializado por R$ 60 milhões, segundo o governo.

“Vendendo a Vale, nosso povo vai ser mais feliz, vai haver mais comida no prato do trabalhador”, disse o ex-presidente Fernando Henrique Cardoso em 1996. A dívida interna, entretanto, não diminuiu: entre 1995 e 2002 ela cresceu de R$108 bilhões para R$654 bilhões. Na época, a União declarou que a companhia não custava um centavo ao Tesouro Nacional, mas também não rendia nada.

“A empresa é medíocre no contexto internacional. É uma péssima aplicação financeira. Sua privatização é um teste de firmeza e determinação do governo na modernização do Estado”, afirmou o falecido deputado Roberto Campos (PPB/SP) em 1997. No entanto, segundo os dados do processo, o governo investiu R$ 2,71 bilhões durante toda a história da Vale e retirou R$3,8 bilhões, o que comprova o lucro.

“O governo que concordou com essa iniciativa não tinha compromisso com os interesses nacionais”, diz a deputada doutora Clair.

Poder de Estado

A Vale se tornou uma poderosa força privada. Hoje ela é a companhia que mais contribui para o superávit da balança comercial brasileira, com 54 empresas próprias nas áreas de indústria, transporte e agricultura.

“Aqui na região de Eldorado dos Carajás (PA), a Vale sequestra todo mundo: governos municipais e governo estadual. Como o seu Produto Interno Bruto é quatro vezes o PIB do estado Pará, ela se tornou o estado econômico que colonizou o estado da política. Tudo está em função de seus interesses”, coloca Charles Trocate.

Trocate vivência diariamente as atividades da empresa no Pará e a acusa de gerar bolsões de pobreza, causados pelo desemprego em massa, desrespeitar o meio ambiente e expulsar sem-terra e indígenas de suas áreas originais.

“Antes da privatização, a Vale já construía suas contradições. Nós temos clareza de que a luta agora é muito mais ampla. Nesse processo de reestatização, vamos tentar deixar mais claro quais são as mudanças que a empresa precisa fazer para ter uma convivência mais sadia com a sociedade na região”, diz Trocate. De acordo com um levantamento do Instituto Ipsos Public Affairs, realizado em junho de 2006, a perspectiva é boa: mais de 60% dos brasileiros defendem a nacionalização dos recursos naturais e 74% querem o controle das multinacionais.

The Case of the Prison-Monger

Great Expectations make frustrated men. Our parents, being realists, teach us from the outset not to yearn for big things – when you stretch up to reach higher things you drop what you had under your arms. Moral of the saying? Hold on to what you have and be satisfied. The more you want, the more chance you will lose what little you already have.
Still, we produce ambitious men. Anomalies, actually; a handful among millions. However, try to keep what you have is a standing order for all. Without exception. This is why an Ethiopian is surprised, even if opposed, at the extent to which the State goes to protect itself. Or, say, the Great Chairman himself. He has liquidated many of his close friends, he has struck alliances which change swiftly, he has ordered Terror and Massacres (what we call the TM diet) against the people, he has peddled the country’s sovereignty to the highest bidder (in this case none other than Russia which came big and fast with the item the Chairman needed most at the time – arms). From a rabid anti-socialist he has metamorphosed himself into the symbol of socialism in Africa (even if many say it is play-acting). All in order to keep what he has – absolute power.
The wife who expects affection and not love lives happily ever after with her husband who, like all husbands, spreads his love around. Parents who expect some consideration from their children and no more end up with disappointment. Pray to God but don’t expect miracles. Watch your health, but you may die soon. The less you expect, the less you get frustrated, and the greater is your happiness if you get more.
It is a philosophy of poverty and servility, you may say. Perhaps. Actually, it was expounded in a coherent form for the first time in the eighteenth-century manuscript by St Gebre the Poor. The manuscript, which read like a ‘How-to-live-satisfied-with-an-empty-stomach’ manual, could have sold well in the present weight-and-diet-conscious western world. It dealt not only with the filling capacities of a one-fruit-a-day-meal and warned how one can get fat and lazy by not exercising the mind, but it also advised believers on how to let ambition steam in its own pot and how to realize happiness through deprivation. A Chinese philosopher said to have plenty is to be confused. St Gebre said to want plenty is more than being confused, it is to court frustration, sin and eternal damnation. Next to Zarayacob, St Gebre is our only philosopher – and in themselves the two are also anomalies in this society of ours which looks at mental exercise with extreme contempt.
Over the years, the art of wanting little or being satisfied with what we have has become part of our culture. We do not even think about it, we just act by reflex. Contradictions and wars arise when our rulers want more. Take the late king. He raised the price of food and petrol. There we were, enjoying our starvation and famine, when he pops out with his price increase measures to take even the little we had left. He was reaching for more money, we rebelled and he lost what he had. A simplified but precise rendition of the revolution we had. Take the guerillas in the rural areas. They are seeking higher things like freedom, equality, peace and democracy. They want more than the slavery they have. The result? They lead a hard life of war and suffering, facing death and the TM diet. St Gebre wouldn’t have approved for sure.
Let it be said, however, that not all Ethiopians subscribe to the teachings of St Gebre. This is why we have upheavals, mutiny, unrest, wars and destruction. But the adherents of reduced expectations are still in the millions. It’s the only way to survive. When you live in the valley of the shadow of death you cherish life even if it is a mere existence.
The case of the prison-monger was a good example of the philosophy of satisfaction with poverty. In my opinion, the man should have been given a medal (if not the Lenin Prize or the Chairman’s Medal of Valor, at least the Medal of Ingenuity in Accordance with the Teachings of Our Great Chairman). But let me not rush you…
‘Look at the accused,’ said the prosecutor pointing at the man in the Cage. ‘He’s young, I believe somewhere in his early thirties. He is robust, he is healthy. He could contribute to the building of the New Ethiopia. But no! For the last ten years, he has been continuously in and out of jails and prisons. As soon as he serves one sentence out he goes to commit another crime and to come back again. And each time he deliberately makes sure that the crime he commits does not get him the death sentence. He is an expert of the Articles of our Penal Code. He readily admits his crime every time he gets, or rather lets himself be, arrested. He has shown great inventiveness in managing to get himself behind bars. He is a prison addict, a real prison-monger. While in prison he studies via a correspondence school and is now in his third year of law. Can you imagine!?’
‘Our prisons are congested: we want to empty them. This prison-monger must, however, be punished. Up to now he has been arrested six times; if he reached the legal limit of ten then he would automatically get death, whatever the gravity of his crime. But he also knows this. I suspect he has plans to go up to the ninth with his petty crimes and prison sejours. How do we punish him? Do we send him back to prison? He wants that. To labour camps? He would be pleased. I think the best punishment is to set him free. If he goes to commit another crime, he should be arrested and set free again till he reaches his tenth arrest. Then we shall execute him. We want the prisoner freed, Comrade Major Judge.’
‘Objection, Your Honour!’ said the defence lawyer. ‘The accused admits his guilt. He has confessed to his crime and wants to pay for it. He has the right to be punished. , he has the duty to receive punishment. The law demands it. We can’t just set him free.’
‘I agree,’ said the judge. ‘The prosecutor must realize that this is an open court with its own message to our enemies. So, we must hear what the accused has to say, at least. And then give him the necessary punishment. Proceed,’ he added to the defence counsel.
‘Thank you, Your Honour. I shall call the accused to the witness stand.’
The accused walked briskly to the witness stand – a healthy, athletic figure indeed.
‘You are Matteos Gudu?’
‘Yes.’ A firm voice.
‘Is it true you have been in jail six times?’
‘Very true.’
‘What have you done this time?’
‘Shoplifting.’
‘Do you admit it?’
‘Yes.’
‘Are you a kleptomaniac?’
‘No. But I am a prisonomaniac. I love prison.’
‘Why?’
‘I was born poor. I lived with my family – all eight of us – in one single room which was so small that my friends used to joke about it, by saying that every time I turned over in my sleep I left the room. As a result, big rooms and open space suffocate me. Reverse claustrophobia you can call it. In prison, where close to seventy of us are stacked in a room fit for twenty, I feel alive and at peace.’
‘Come now! We know that even if you stay outside you can easily get a small room to rent. In fact, that is the only thing you can get if you are lucky.’
‘Yes, I know that. It brings us to the second reason why I love prison. Money.’
‘Money?’
‘You see, after my first stint in prison, I looked desperately for work. I couldn’t get any. I had lodging problems as well; you must know that I haven’t had any living relatives in this city for a dozen years or so. Broke, hungry, sleeping on the pavement – I was destined to be a guttersnipe. I refused to submit to this. I stole again and got back to prison. This time for a year. No lodging problem, food was little but regular and even if it does not arrive, you can do nothing about it really. So you don’t worry. In prison, you could say, I found happiness and calm. When they came to release me, I begged them to let me stay but they refused. But I went out and came back again.’
‘Prison is a punishment. How could you not feel the lack of freedom? Being cooped up in a little hole? Being unable to move around as you desire?’
‘What is freedom, I ask you?' said the prison-monger. ‘Who is he who can roam freely in our country nowadays? You need permission. When you are hungry, worried about it, broke and with no place to sleep, freedom is an illusion. Your aching stomach does not enable you to sing with the birds or to roam like a well-fed ibex. You suffer and writhe, that’s all you get. But in prison, I found freedom even if I was hungry. My mind was at rest.’
‘But you studied?’
‘That’s another thing which made prison lovely. In prison, I found a lot of intellectuals. They were ready to help me continue the studied I had interrupted a long time ago. I threw myself into books, I finished the school leaving certificate exams with honours and qualified for the university. I chose law since I am interested in this field. I am now in my third year.’
‘Your teachers are anarchist?’
‘They are political prisoners. We don’t discuss politics; I am not interested in it. But they are capable teachers and as you know the students who get the highest grades in the national exams are the ones in prison.’
‘Theirs is a wasted life. Why do you fashion yours accordingly?’
‘They are in prison for what they believe in. That’s their life. Mine: it would have been wasted on the outside. Can you guarantee me work? Do that and I will leave prison with joy.’
‘I am a lawyer, not an employment agent. Maybe when you finish your studies, I could see. Anyway, don’t you feel ashamed to be a burden on the State?’
‘I am not a burden on nobody. The State sends me to prison to punish me. I receive this willingly. Once in prison, I work, and I am now one of the best carpenters in the prison workshop.’
‘You found no job as a carpenter outside prison?’
‘Are you joking? There are hundreds of more able carpenters who are unemployed.’
‘What about as a domestic servant? Or maybe you think that’s a lowly job?’
‘No job is lowly if you need it. The servant field is saturated. Besides, not many people can afford servants these days. Others think maids and servants are becoming spies and are troublesome. So, no job.’
‘Doesn’t it bother you to spend ten years of the prime of your life behind prison walls?’
‘I told you no. you are in prison if you believe it to be so. Your house can be your prison. A palace can be a gilded prison for a king. The monk who shuts himself up in total isolation in a cave is not in prison. In prison, I met very many really free people.’
‘Do you expect us to believe this?’
‘I believe it.’
‘What you want from life seems to be very little.’
‘I yearn not for riches or high positions.’
‘Commendable, indeed. But by being in prison, you try to escape the anguish and pain which gives life its salt.’
‘Life has its miseries wherever you may be. King or beggar, free or a slave – each will get his share, though not equally.’
‘Into each life some rain must fall…’
‘It floods onto the poor. They try to dam it somewhat. My prison is such an attempt.’
‘What sentence do you now expect for your crime?’
‘I should be sent to prison for five years as Article 689 of the Penal Code states.’
‘What if you are set free?’
‘That will be a crime!’ The accused looked really shocked. ‘I have violated the law and I should be punished.’
‘But if you are set free, would you commit a crime again?’
‘I couldn’t avoid it. For the public good and mine, I belong in prison. To finish my studies as well. You know I can’t go to college on the outside with thousands of eligible students still on the university waiting list.’
‘If you commit three more crimes, you will be killed.’
‘Then death will be a relief indeed. Not punishment but real salvation.’ The prosecutor looked pensive.
‘You can cross-examine him,’ said the lawyer to the prosecutor.
‘I think you are insane!’ the prosecutor shot at the accused. The accused kept quiet.
‘I think you are a no-good lazy person,’ the prosecutor added. The accused remained silent.
‘I think you are a parasite who likes being one,’ stated the prosecutor. The accused said nothing.
‘I think you are a fellow-traveler of anarchists and a shame on your country,’ said the prosecutor. The accused just looked back at him.
‘I think being set free will fry your testicles to ashes,’ the prosecutor added in a matter-of-fact way. The accused looked startled but remained silent.
‘I think, Your Honour, I have no more questions,’ concluded the prosecutor.
Judge Aytenfistu exhaled a lot of air and cleared his throat. The ritual over, he spoke.
‘You, the accused, you are a no-good, fast-talking, lazy, strange, crazy person. As the prosecutor said you are a parasite. You are also dangerous. Whoever finds joy in prison, whoever feels free in our jails goes against the order of things, goes against the expected. A cow can’t give birth to a puppy. Prison is punishment, not a source of calm and freedom. If such feelings as yours spread, our society will be in chaos. I agree with the prosecutor, you are hereby sentenced to immediate freedom.’
‘But Judge…’ the accused began to protest.
‘No more! You are freed! Case dismissed!’
‘You can’t do this! You must send me back to prison!’ the accused screamed.
‘Take him away!’ the judge ordered the policeman.
As the policeman signaled the accused to get moving back to the Cage, the latter seemed to be struck by a revelation. He turned to the judge and what came out from his throat paralysed the whole court.
‘You call yourself a judge, you fat pig! You are an ignorant fool! Half the time you sleep on your bench! Your only qualification is your stupidity. I bet you are an impotent sissy. You…’
‘SHUT UP!’ The scream came from the judge as well as from the prosecutor and the defense council.
‘You motherless squit!’ the judge fumed. ‘I will show you who is impotent. You castrated parasite! You can’t insult a judge and get off scot-free. I sentence you immediately to ten years of hard labour in the Robi Desert state farm. Take this dog away at once!’ the judge was beside himself.
‘Your Honour! That’s what he wants!’ protested the prosecutor.
‘That’s what this foul-mouthed son of a slut is going to get! Case dismissed. Court recess for ten minutes!’ The judge got up and walked out of the court angrily.
Well, what can I say? The prosecutor growled at the accused, the defense lawyer did the same, the audience just stared. The policemen manhandled him. And the accused? If I ever saw a smile of happiness and satisfaction, there it was on his face. I wonder if St Gebre would have approved of such unorthodox methods to keep what little one has. The prison-monger went back, not to prison but to a state farm, and no one who knows state farms will say that they are not worse than prisons. The accused will even get anarchist teachers there. What more could he ask – a small over-filled room to sleep in, a piece of bread or two for the day, backbreaking work, possibility of study, no worrying, freedom. He had it made, the lucky prison-monger. Still, I wouldn’t trade places with him. I will cling to my own little world. Who is free; me or the prison-monger? As St Gebre said centuries ago, it’s a world of relative freedom and relative bondage.

‘The United Kingdom: Stronger Together’

It is a pleasure to be in Edinburgh today and to be here with my friend the Rt Hon David Mundell, who does such a great job for Scotland. I am here to add my voice to those of people across the UK who believe, with head and heart, that on 18th September 2014 Scotland should vote to stay in the Union.



After three years as Foreign Secretary and visits to more than 70 countries so far, I am in no doubt whatsoever that we are safer together, stronger together and that we achieve more in the world together as the United Kingdom.



And in this speech today, I want to describe the foreign policy issues that the Scottish people will need to carefully consider, given that the one certainty of a vote for independence is that it wouldn’t be business as usual: it would be a vote for substantial change.



In Britain, we are used to living with overlapping allegiances and identities. I feel this myself, as a Yorkshireman with a constituency in the North of England, who has served as Secretary of State for Wales, and who is married to a proud Welsh woman - and never left in any doubt about it.



As a Yorkshireman, I am delighted that the Brownlee brothers from Leeds did so well at the Olympics last year.



As an Englishman, I am proud of the way that London coped with millions of visitors. I have no doubt that Glasgow and its people will make just as favourable impression on those who come to the Commonwealth Games next year.



And as a Briton, I am one of 63 million people keenly hoping that Andy Murray will top an incredible 12 months and his Olympic gold by winning Wimbledon this summer.



But these identities do not exclude each other and we should never be made to choose between them.



I am definitely happier that Team GB came third in the Olympic medal table than that Yorkshire would have come 12th, although that doesn’t stop me reminding EU colleagues of the fact.



I would rather see Helen Glover and Heather Stanning – that great Scots-English double act - secure Britain's first gold at London 2012, as they did, than have the boat sawn in half, and both halves sinking.



Because while I am a Yorkshireman and an Englishman, that is not all I am.



And this is an attitude that has long been shared by enterprising Scots, of the mould that forged the British Empire and made such an impact on our international standing.



They used their British identity as a means to achieve their greater ambitions, but they were no less Scottish as a result, in fact they were ambassadors for Scottish values, and their courage, wisdom and sheer grit helped to shape the image of Britain as it is today.



Because while one side of our identity is how we see ourselves, the other side is how we appear to others.



Travelling from Afghanistan to Brazil, and from Canada to Australia, I encounter bafflement that anyone would try to break up a union that has been so resilient, so successful and so admired as ours.



When outsiders look at the United Kingdom, they see one of the world’s most successful examples of stable democratic government, economic development and diplomatic influence.



They speak in awe of our institutions, our civil service, and our legal systems.



They admire the richness and diversity of our culture, language, history, sport and traditions, and indeed we were ranked number one in the world for ‘soft’ power in one recent global survey.



The Americans admire our talented actors from Ewan McGregor to Damian Lewis, and in China politicians quote Charles Dickens and Shakespeare.



In Russia and the Middle East, there is an appetite for Scottish knitwear, while Buchanan’s and Bell’s whisky share the number one spot in markets across Latin America.



In Asia and Africa, many people are enthralled by our sporting prowess. Yesterday, the Scottish Rugby Team received a rapturous welcome from children in Soweto, supported by our High Commission in Pretoria.



And they all wax lyrical over Harry Potter, James Bond and Downton Abbey.



All of this is underpinned by our common language, albeit called English, which gives us the ability to share ideas with millions – now billions – of people in the biggest emerging economies. It is staggering for example that in India 250 million school and university-aged students are learning English today, four times the entire population of the United Kingdom.



So there is not a shred of doubt in my mind that, seen from overseas, the United Kingdom is greater than the sum of its parts.



It is of course up to people in Scotland to decide in 2014 which way they want to go. It is my sincerest hope that Scotland votes to remain in the United Kingdom. But I am not here to make dire predictions or to issue dark warnings. However I do believe that this decision involves a clear choice in foreign policy:



On the one hand, is continued membership of the world’s sixth largest economy, represented at the G7, G8 and G20, with a permanent seat of the UN Security Council, and an established, influential and growing diplomatic network that is increasingly focused on trade and building up links with the Commonwealth and the fastest-growing parts of the world economy.



On the other is an uncertain future where Scots would have to face the inconvenience and tremendous burden of having to start again in world affairs, with a different passport for future generations, without that global network and enviable diplomatic position in the world, and without automatic entry to NATO and the EU.



Foreign policy is not something that is divorced from people’s lives and if you look at our history, it is clear that the strength of our common endeavour and the values that the Scottish and British people hold dear are at the root of our finest achievements.



This year marks the 200th year since the birth of David Livingstone. Were it not for great campaigners like Livingstone and William Wilberforce, backed by the might of the Royal Navy, slavery might never have been abolished.



Here in Merchants’ Hall we celebrate global trade, a philosophy rooted in the teachings of Adam Smith that has become one of the defining characteristics of our state and the basis of our foreign policy. It was international trade that built up the banking and insurance institutions of Edinburgh, and the fine commercial buildings of Glasgow. Its legacy is the prosperity that Britain enjoys today, and our part in advancing the idea of free trade between the whole of the EU and the United States agreed at the G8 this week. Many people will be now asking themselves if the country of Adam Smith is about to place an international border between itself and its greatest trading partner and biggest market.



But we have always exported far more than just goods and services.



For centuries, the ideas of our scientists, engineers and philosophers have transformed the world, from Isambard Kingdom Brunel to Alexander Graham Bell; from Edward Jenner to Alexander Fleming; and from Isaac Newton to David Hume.



The telephone, Penicillin, and a vaccine against Smallpox which transformed the prospects for billions of people, all have in common that they are British inventions.



We have sent out people too - countless engineers, doctors, surveyors, administrators and other pioneers who spent their days toiling in remote parts of the world.



We were at the forefront of drafting the Universal Declaration of Human Rights which enshrines the belief that “all human beings are born free and equal.” We have been one of the leading architects of multilateral diplomacy, from the Non-Proliferation Treaty to the Arms Trade Treaty.



And from the Battle of Waterloo to the Battle of Britain, we have fought side by side against tyranny and oppression. Together, we possess some of the finest, most capable and most effective diplomats, Armed Forces and Intelligence Agencies on earth. These all draw on the best talent of the people of the United Kingdom without distinction, and build on 300 years of working side by side in common cause.



We enjoy all these assets and advantages because of our history, and because we have been so successful, over hundreds of years, in making the most together of our human, economic and intellectual resources.



The G8 Summit in Northern Ireland this week is tangible proof that the United Kingdom’s seat at the top table of international decision-making matters. We have a voice on the major issues of the day: from international trade to human rights and counter-terrorism. The UK is not a passive observer. We are active players. We are at the heart of global events. We help shape the world we live in, and our voice matters and it is listened to.



Of course, it is not enough simply to rest on those laurels. We have to build as well as conserve. We have to prepare for the future as well as deal with present challenges.



And it is here where I believe that those who say Scotland would be better going it alone in foreign policy are deeply misguided:



They claim that the UK’s foreign policy and overseas representation is focused too much on status and power, and not enough on trade and investment.



They argue that our extensive overseas network is merely a legacy of Empire, rather than something that serves the interest of all the UK’s citizens; And they say that Scotland’s core interests would be better served as a separate state.



They are wrong on each and every count, in four respects:



First, the Foreign and Commonwealth Office has never been as focussed on jobs and growth in the UK as it is today.



The Foreign Office I inherited had a list of ten areas it was supposed to consider as priorities, which we have clarified to three: safeguarding Britain’s national security; building Britain’s prosperity and supporting British nationals around the world.



We have ensured that today virtually every British mission overseas is focused on supporting jobs and growth at home, and that our diplomats have the skills to do this effectively. We have increased the training in economics and commercial diplomacy given to our Embassy staff, and we are sending 300 more diplomats to high-growth economies in Asia, Latin America and Africa.



Our goods exports to major emerging economies have doubled since 2009, and, for the first time since Britain joined the Common Market, we now export more goods outside the EU than to countries inside it.



We’re about to finalise an EU trade deal with Canada, have secured a trade deal with Singapore worth millions of pounds to the UK economy, and are in talks with Japan, the world’s third largest economy, and Thailand, one of its fastest growing, about striking similar agreements, all of which would bring jobs and opportunities for British people. The Transatlantic Trade and Investment Partnership between the EU and the US could be worth £10 billion to the UK economy, or £380 per family, every year.



The Scottish Government has trade offices in 18 countries – many of them in British Embassy buildings, working alongside British diplomats. But as part of the UK, Scotland also has access to UK Trade & Investment, which has more than 1,000 staff in over 100 countries and helped over 500 Scottish companies to export last year alone. This means Scotland enjoys the flexibility of a smaller nation targeting its resources in specific areas, while also having the strength and certainty of the worldwide reach provided by UKTI. Last year the Chancellor announced a £1.5 billion UK Export Finance Facility, as well a 25 percent increase in funding for UKTI.



And, if anyone doubts the benefits for companies north of the border, you only need look at the example of the Scotch Whisky Industry, which supports 35,000 jobs here in Scotland.



I’ve lost count of the countries in which I have argued as Foreign Secretary for markets to be opened and tariffs to be reduced on the wonderful product of Scotch whisky.



In 2010, when the Prime Minister led the UK’s largest ever trade mission to China, their Government agreed to recognise that Scotch whisky is whisky made in Scotland and nowhere else, a step worth tens of millions of pounds to Scotland, and the result of a long campaign. Together, we are using our Embassies overseas to tackle the remaining 600 trade barriers identified by the Scotch Whisky Association, and succeeded in bringing down many barriers last year in 12 countries.



Our Embassies promote the whole of the UK – that means Scottish architectural companies, Scottish environmentally-friendly products, Scottish agricultural equipment and Scottish food, in some surprising destinations, such as the 1,000 tonnes of Scottish salmon imported into Lebanon each year with the active support of our Embassy.



And when adventure turns to misadventure for UK nationals overseas - when there is a terrorist attack or a natural disaster, when criminals strike or British children are forced into marriage overseas - that is when we all feel the benefits of being able to turn to one of our missions in 267 posts in 154 countries and twelve territories worldwide.



During early 2011, during the Arab Spring and a time of multiple natural disasters worldwide, the Foreign Office helped to evacuate over 6,300 people from difficult circumstances. If Scotland were to vote to leave the Union, then the Scottish Government would be in charge of assisting and evacuating its own citizens in the farthest flung corners of the globe, even though we all help each other with these things. And with a necessarily smaller consular network than the UK’s, many of its citizens would lose the assurance and comfort that comes from being assisted by their own government in times of need.



Second, those who think Scotland would do better alone are missing the bigger picture of fundamental change in the world:

The financial turmoil in Europe has revealed a crisis of competitiveness as economic power moves to the burgeoning markets of Asia, the Gulf and Latin America. China is now number two and Japan number three in the ranking of the world’s largest economies. Europe as a whole is facing its fifth year of no growth.



All these things mean that we have to earn our way in the world to succeed in the global race. We have no choice but to make ourselves more competitive, to export more of our goods and attract more investment.



On top of this, we have to thrive in a world of many more centres of decision-making and influence. This means we need to be diplomatically active in more nations in the world, if we are to compete with other countries for exports and investment.

So we are expanding our diplomacy overseas so that the next generation of Britons will have even more opportunities:



Since 2010, we have opened seven new diplomatic posts, we expect to open three more this year, and we are well on the way to opening or upgrading 20 new Embassies, consulates and trade offices by 2015 – in places as diverse as Kyrgyzstan, Laos, Brazil, Paraguay – and are making sure that we are in all the vital markets where British businesses are seeking to do business and our citizens have cause to travel to.



We are now one of only three European countries to be represented in every ASEAN country, a combined market of approximately 600 million people.



We have more diplomatic posts in India than any other nation has today – in 8 of its major cities as well as the capital.



We are currently the only European state to be expanding our diplomatic network in this way.



As part of the United Kingdom Scotland derives - and will continue to derive - many benefits from being part of this global diplomatic network, instead of having to rely on inevitably fewer, smaller Embassies which would take time and resources to establish.



Scotland benefits, with all of us, from the UK’s ability, as the world’s sixth largest economy and home of its pre-eminent financial centres to shape international economic policy in the G7, G8 and G20 and at the International Monetary Fund.



For instance, we are using our presidency of the G8 – which comprises 50% of global GDP – to seek more open trade, fairer tax systems and greater transparency. This contributes directly to more jobs and growth at home over time.



Nowhere is this needed more than in the European Union, and here I want to address the question of Scottish membership.



There are those who claim that the only way that Scotland can remain in the European Union is by voting for independence.



That is wrong.



In January this year, the Prime Minister set out a vision for Europe. Our aim is to reform the EU into a body in which the people and the nations of the United Kingdom will feel comfortable, and then to settle the long-standing question of our membership by having a vote – a vote in which we want to be able to campaign for the UK to remain in the EU. It is in Scotland’s interest that we achieve a reformed EU. But reform will only be achieved through the strength and power of the UK’s influence in Europe. We have started this work, working with our allies such as Germany, the Irish, the Dutch and the countries of Scandinavia.



The reform of the Common Fisheries Policy, for example, has been keeping my colleagues from DEFRA up until the early hours of the morning, and we have achieved unprecedented success on discards and on shifting control to the local and regional level, an achievement that has been hailed by the Scottish Fishermen’s Federation and was made possible by the influence exerted by Britain’s collective weight as one the biggest EU member states.



We have managed to achieve the first ever cut in the EU’s long-term budget, while protecting the UK’s rebate, which many people said would be impossible.



And we have been able to make the case for these reforms because they benefit not just the UK but all of Europe too.



On the other hand, there is no precedent for the break-up of an existing member of the European Union.



What is clear is that under international law, should Scotland separate from the UK, the rest of the UK would be the continuing UK state, with the same international rights and obligations and its EU membership would continue. However, a new Scottish state could not automatically become a member of the EU upon independence because there is no such provision in the EU’s own membership rules.



This has been confirmed by Jose Manuel Barroso, the President of the European Commission, who has been very clear that a Scotland outside the UK would be regarded as a new state seeking accession to the European Union for the first time. The UK Government has sought and published legal advice on the question of EU membership and, in the face of this evidence, the Scottish Government has at last admitted that membership would not be automatic and that negotiation would be required.



The reality is that all 28 member states would have to give the green light to Scotland before it joined, among them some countries with grave concerns about the unity of their nations.



We also know that countries seeking accession are expected to sign up for Schengen and the euro. That is what the EU treaties say.



It has taken Britain three decades and the persistent exertion of bargaining power to win our opt-outs and UK-specific rights. The Scottish Government can give no guarantees than an independent Scotland would retain these rights and opt-outs if and when negotiating its way into the EU.



Our position as the EU’s third most populous state and the third largest economy gives us weight in Europe as a major liberalising force, and a reach, a voting weight and an ability to form and lead coalitions that with the best will in the world smaller states do not possess. Our closest and most like-minded allies, such as the Netherlands and Sweden, look to us to achieve common goals because we have the added clout of being one of the EU’s major countries.



We all get a better deal for the UK in Europe by working together and the only way to keep on getting a better deal is to stay part of the UK.



Third, those arguing for a separate Scottish state overlook the impact that we are able to have on the world stage as the United Kingdom.



The United Kingdom is one of the few nations in the world with the global reach and influence that means that we can ‘turn the dial’ on major global issues.



We should be proud we don’t just pay lip service as a nation to ideals like the UN Responsibility to Protect, but we are able to act to save lives as we did in Libya, because we have the confidence, the capability and the experience to do this successfully.



Two years ago Somalia appeared locked in a downward spiral of conflict and suffering, one of the top sources of the terrorist threat to the UK. In part thanks to our efforts to bring together more than fifty-five nations and organisations in London two years in a row, we have managed to agree decisive action to support security in Somalia and its political and economic development after decades of conflict.



A year ago I launched an international campaign to end the use of rape as a weapon of war, the slave trade of our generation. At the meeting of G8 Foreign Ministers in April, we persuaded these powerful nations to agree that rape and serious sexual violence in conflict are grave breaches of the Geneva Conventions, to commit to practical action to increase prosecutions for these crimes and support for victims, in a ground-breaking campaign that I will be taking to the UN Security Council next week and the UN General Assembly in September.



Together, we are also a world leader in development. This year the UK is becoming the first G8 country to meet the target of spending 0.7% of national income on aid. Helping poverty stricken nations to become the developing economies of the future benefits all of us, and our larger, global, strategic aid programmes enable us to do that most effectively. The world does not need more fragmented aid, where recipient countries have to deal with numerous bilateral donors. Scotland benefits from being part of DfID’s large overseas programme, as well as the additional assistance that the Scottish Government provides to countries such as Malawi, with whom it has had close ties ever since Livingstone’s expeditions.



For foreign policy is not just about dealing with the crises of the moment, it is about improving the condition of humanity, something we are engaged in together as a global player, and we would be less able to do that if we were not the UK.



In all these areas the UK should stay together because we achieve more together.



But the fourth and final reason those arguing that an independent Scotland would be better off in foreign policy are wrong is because our world is sadly becoming more dangerous.



Today the threats to our security are becoming increasingly complex. In cyberspace criminals can empty bank accounts and steal personal details, while hostile governments can cripple the ability of ordinary people to buy food, heat their homes and fill their cars with petrol. The threat from organised crime is broader than ever, bringing drugs from Afghanistan and Latin America into our communities and violence onto our streets. And the attacks in Algeria, Boston, Bourgas and Woolwich show that despite Al Qaeda being weakened, the threat from terrorism is still deadly and is spread across a broader geographic front.



Not only are many countries not willing to take on responsibility for addressing these challenges, but no group of countries is going to increase the protection they offer us. Our continued security depends on being able to defend our security ourselves, and that includes our independent nuclear deterrent as our ultimate guarantee.



A separate Scottish state would not be able to replicate our current capabilities. The cost of creating new institutions would place an enormous burden on the Scottish taxpayer; it would also take years to develop the infrastructure and qualified personnel that are needed to deal effectively with the array of threats that we all face. And Scotland would lose the benefits that come from having some of the most capable and professional armed forces and intelligence services in the world. Within the United Kingdom we have one set of intelligence services and one set of armed forces, benefitting from significant economies of scale and years of institutional development, which provide a far higher level of security for the Scottish people.



So not only is Scotland safer in the UK, but the UK is one of the world’s leading nations in human rights, development and trade because we stand strongly together: a force for good in the world, with the ability to protect the interests of our citizens at home and abroad.



People in Scotland do not need to choose to walk away. They can have a great combination: all the advantages of being part of the UK in the world; all the richness of Scottish identity and connections around the globe; all the advantages of being part of a United Kingdom that gives the widest and broadest scope for the exercise of Scottish talents; and the pride that comes from being a beacon of our values and freedoms. This is a United Kingdom that is stronger, safe and more prosperous together.

The bad news, in the PT's government's endless quest to try and make Portugal as horrible as the UK, the overhead gantries on the motorway that charge you a toll will now also send you a speeding ticket.

The good news, these appear to be instant velocity cameras, and not average speed. So stand by for us all slamming on the anchors as the gantries hove in sight and flooring it the other side. A major contribution to road safety.

Given my lousy Portuguese, someone might care to read the story and see if I have it right. In the meantime I'd better check my post box. I used the motorway for the first time in ages last week (and quite possibly the last time ever), so if this system was running then I'll have a shed load of fines... I don't think it was though.

Really ugly and potentially very dangerous what is happening in Brasil. Is this what is waiting for South africa if we don't get our act together? O Movimento Passe Livre (MPL) foi às ruas contra o aumento da tarifa. A manifestação de hoje faz parte dessa luta: além da comemoração da vitória popular da revogação, reafirmamos que lutar não é crime e demonstramos apoio às mobilizações de outras cidades. Contudo, no ato de hoje presenciamos episódios isolados e lamentáveis de violência contra a participação de diversos grupos.
O MPL luta por um transporte verdadeiramente público, que sirva às necessidades da população e não ao lucro dos empresários. Assim, nos colocamos ao lado de todos que lutam por um mundo para os debaixo e não para o lucro dos poucos que estão em cima. Essa é uma defesa histórica das organizações de esquerda, e é dessa história que o MPL faz parte e é fruto.
O MPL é um movimento social apartidário, mas não antipartidário. Repudiamos os atos de violência direcionados a essas organizações durante a manifestação de hoje, da mesma maneira que repudiamos a violência policial. Desde os primeiros protestos, essas organizações tomaram parte na mobilização. Oportunismo é tentar excluí-las da luta que construímos juntos.
